This article summarizes the recent evidence on global poverty and inequality, including both developed and developing countries. Section 1 discusses poverty and inequality data and presents evidence on levels and recent trends in poverty and inequality around the world. Section 2 turns to the issues involved in aggregating inequality indices across countries, in order to construct a meaningful measure of global inequality. Section 3 discusses the empirical relationship between economic growth, poverty, and inequality dynamics. Section 4 turns to the likely (...) economic determinants of poverty and inequality changes. Section 5 offers some conclusions, and points to some promising research themes within this general topic. (shrink)

Grammar tells us what kind of a thing something is, and this set of essays addresses what Paul Holmer calls the " grammar of faith." This grammar has been traditionally seen, however, in two markedly different ways: as one essay puts the contrast, a grammar of ' rational belief ' as opposed to a "grammar appropriate to affairs of the heart" (Hust· wit, 97). It is the second of these, the character of the grammar of the 'heart,' which these essays as a whole explore, and the sub-title of the 1987 symposium in honor of Holmer from which they are drawn- " Thinking with Kierkegaard and Wittgenstein "-indicates the two main avenues of exploration. Through these, we are told in the introduction, the authors intend to shift the concern of philosophy of religion and theology from questions of " epistemic credentials " to a construe· tive re-valuation of our age-an age which, arguably at least, is still as much " an age without culture " as it was when Wittgenstein first made the complaint. The hook consists of two parts, and each part is introduced by an illustrative selection from Holmer's writings on faith and morality, then followed by a corresponding set of six original essays. The first set of essays, the editor tells us, are " more philosophical," analyzing "the grammar of our modern culture and of religious practices in general," BOOK REVIEWS 561 while the second six are devoted to analyses of specifically moral and Christian concepts. Although the separation of the two may initially seem an artificial one, precisely against the " spirit of both Wittgenstein and Kierkegaard" which the essays are said to exemplify, it does in fact often result in the kind of overlap and repetition which are quite fruitful-for example, as in the mutually illuminating correspondence between the constructive philosophical suggestions about metaphor in the first part (Whittaker) and the presentation of the specifically Kierkegaardian understanding of the metaphorical ' language of love ' in the second part (Walsh). The collection as a whole is indeed in the spirit of Wittgenstein and Kierkegaard by virtue of its imaginative diversity of perspective. Although there is the predictable (and admittedly useful) exploration of the ' grammar of the heart ' in terms of the standardly Kierkegaardian categories of " risk, passion, paradox, and duty " (95), there are also proposals which are both unexpected and exciting. A glance at a few of these will reveal something of the particular character and value of this collection. The centerpiece of the first part is the explicit proposal in two of the essays of an understanding of the grammar of the 'heart ' in which the role and relevance of the private (personal, individualistic) is challenged and rethought in light of the public (social interaction and practice ). The ' heart ' at issue is found at the heart of community; the grammar of the ' heart ' is a grammar of the activities of a life in common, rather than of privatized inwardness or interiority. Apresentam-se os resultados clínicos principais de uma primeira investigação efectuada a familiares de doentes sob tratamento paliativo no domicílio da área de Lisboa, com o instrumento de medida da satisfação SERVQUAL Modificado. Dos 58 familiares/doentes que responderam ao questionário apenas uma minona estava insatisfeita (uma classe de 5 indivíduos mostra-se francamente insatisfeita), uma classe de 15 estava moderadamente satisfeita, havendo 38 individuos fortemente satisfeitos com a qualidade e prontidäo dos serviços prestados. Porém urna percentagem elevada de doentes, segundo a opinião (...) retrospectiva dos cuidadores, faleceu com sintomatologia agravada, nomeadamente dores (60%), obstipação (67%) e depressão/ansiedade (43%). Discute-se a consistência e validade do questionáno SERVQUAL Modificado, contextualizam-se os resultados no que é o standard da prática da MCP e integram-se na promoção da dignidade humana no fim da vida. We present the main clinical findings of research on palliative home care, carried out among relatives of patients in the Lisbon area. An adapted version of SERVQUAL was used. Of a total of 58 carers surveyed only a small number (5) was unsatisfied 15 were only moderately satisfied. 38 family carers were strongly satisfied with the services. Yet, a high percentage of patients, as viewed in retrospect by their relatives died with some aggravated symptoms: 60% with more pain, 67% constipation, and 43% anxiety/depression. We discuss the consistency and validity of this adapted SERVQUAL tool and the main results are contextualized beanng in mind the standard practice of palliative medicine and the pursuit of human dignity in death. We put forward a synopsis of the development and institutional (...) context of the Project Humanização dos Cuidados Paliativos em Contexto Domiciliário, approved and financed by the Calouste Gulbenkian Foundation. The groundwork documents are widely used as well as official reports so as to convey a lively, realistic and technical image arising from professionalizing and reforming Palliative Medicine even when it is based on in-service training programmes in an Comprehensive Cancer Center. Corruption involves greed, money, and risky decision-making. We explore the love of money, pay satisfaction, probability of risk, and dishonesty across cultures. Avaricious monetary aspiration breeds unethicality. Prospect theory frames decisions in the gains-losses domain and high-low probability. Pay dissatisfaction (in the losses domain) incites dishonesty in the name of justice at the individual level. The Corruption Perceptions Index, CPI, signals a high-low probability of getting caught for dishonesty at the country level. We theorize that decision-makers adopt avaricious love-of-money aspiration (...) as a lens and frame dishonesty in the gains-losses domain (pay satisfaction-dissatisfaction, Level 1) and high-low probability (CPI, Level 2) to maximize expected utility and ultimate serenity. We challenge the myth: Pay satisfaction mitigates dishonesty across nations consistently. Based on 6500 managers in 32 countries, our cross-level three-dimensional visualization offers the following discoveries. Under high aspiration conditions, pay dissatisfaction excites the highest- (third-highest) avaricious justice-seeking dishonesty in high (medium) CPI nations, supporting the certainty effect. However, pay satisfaction provokes the second-highest avaricious opportunity-seizing dishonesty in low CPI entities, sustaining the possibility effect—maximizing expected utility. Under low aspiration conditions, high pay satisfaction consistently leads to low dishonesty, demonstrating risk aversion—achieving ultimate serenity. We expand prospect theory from a micro and individual-level theory to a cross-level theory of monetary wisdom across 32 nations. We enhance the S-shaped Curve to three 3-D corruption surfaces across three levels of the global economic pyramid, providing novel insights into behavioral economics, business ethics, the environment, and responsibility. The present paper uses the theme of dialectic and dialogue to begin unraveling the similarities and differences between the hermeneutics of Paul Ricoeur and H.G. Gadamer. Ricoeur is shown to distance himself from Heidegger by insisting on a dimension of explanation and distanciation (which he sometimes identifies with Plato's `descending dialectic') that cannot be reduced to, or absorbed by, understanding and appropriation. This same move, however, leads him to reject Platonic dialogue, with the attendant prioritizing of oral conversation over the (...) written text, as a model for hermeneutics. Ricoeur therefore sees in Gadamer's recourse to such a model a regression to the problematic position of Heidegger. Yet the conception of philosophy as dialectical and dialogical which Gadamer finds in Plato is capable of responding to Ricoeur's objections. Where the fundamental difference between the hermeneutics of Ricoeur and Gadamer emerges is in the question of whether experience is fundamentally dialectical and whether language is inherently dialogical. Monetary intelligence theory asserts that individuals apply their money attitude to frame critical concerns in the context and strategically select certain options to achieve financial goals and ultimate happiness. This study explores the dark side of monetary Intelligence and behavioral economics—dishonesty. Dishonesty, a risky prospect, involves cost–benefit analysis of self-interest. We frame good or bad barrels in the environmental context as a proxy of high or low probability of getting caught for dishonesty, respectively. We theorize: The magnitude and intensity of (...) the relationship between love of money and dishonest prospect may reveal how individuals frame dishonesty in the context of two levels of subjective norm—perceived corporate ethical values at the micro-level and Corruption Perceptions Index at the macro-level, collected from multiple sources. Based on 6382 managers in 31 geopolitical entities across six continents, our cross-level three-way interaction effect illustrates: As expected, managers in good barrels, mixed barrels, and bad barrels display low, medium, and high magnitude of dishonesty, respectively. With high CEV, the intensity is the same across cultures. With low CEV, the intensity of dishonesty is the highest in high CPI entities —the Enron Effect, but the lowest in low CPI entities. CPI has a strong impact on the magnitude of dishonesty, whereas CEV has a strong impact on the intensity of dishonesty. We demonstrate dishonesty in light of monetary values and two frames of social norm, revealing critical implications to the field of behavioral economics and business ethics. (shrink)

In this article, I discuss Otto Neurath’s philosophy in the context of Vienna Circle modernism. Following recent scholarship, the discussion considers as a starting point Neurath’s participation at the fourth International Congress of Modern Architecture (CIAM IV). However, the image of Neurath’s modernism that results from this perspective is incomplete because it tends to overlook the importance of scientific utopianism in Neurath’s thought. Scientific utopianism is a methodology proposed by Neurath for the social sciences in technological contexts, in which scientists (...) elaborate and develop plans (utopias) for the transformation of society, thus contributing to an informed societal debate. Decisions are nevertheless kept outside the domain of scientific activity. I claim that recognizing the centrality of scientific utopianism in Neurath’s philosophy is fundamental to understand Neurath’s modernism. This interpretation highlights the affinities of Neurath’s philosophy of the social sciences with the modern utopianism of H. G. Wells. Both authors consider that there can be no ultimate solution to social problems but that a plural and constant debate of proposals is fundamental for the improvement of society. Therefore, Neurath’s modernism connects his philosophy of science to the literary utopian tradition. (shrink)

We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. In the Winter semester of 1925/26 Heidegger gave what appears to have been his first seminar on Hegel. Still unpublished in any form, this neglected seminar is of extraordinary importance, and not only for the in-depth and critical reading it pursues of Hegel’s Logic I, a critique that charges Hegel with not knowing how or where to begin. The seminar is also important for its attempt to demonstrate that Hegel’s philosophy was thoroughly Greek. In the class of 25 November 1925, (...) Heidegger is reported to have said: “Therefore am I in the habit of saying that Hegel is the most radical Greek there ever was. With the means that were pre-formed in Greek ontology as if in a seed, the means that lay at the roots of Greek ontology, Hegel mastered something (roughly speaking: spirit, history) that in this form was never experienced by the Greeks. This is only asserted here. Proof of this thesis is naturally very difficult.” Heidegger therefore turns towards the end of the seminar to Aristotle’s account of time in the Physics to show that both this understanding of time and the conception of being it presupposes are also Hegel’s. Yet Heidegger entrusts the initial presentation of Aristotle’s conception of time to a student whose reading is at odds with his own, so much so that Heidegger accuses the student of turning everything on its head. Excerpt: IT will lead into my subject most conveniently to contrast and separate two divergent types of mind, types which are to be distinguished chiefly by their attitude toward time, and more particularly by the relative importance they attach and the relative amount of thought they give to the future. The first of these two types of mind, and it is, I think, the predominant type, the type of the majority of living people, is that which seems scarcely to think (...) of the future at all, which regards it as a sort of blank non-existence upon which the advancing present will presently write events. The second type, which is, I think, a more modern and much less abundant type of mind, thinks constantly and by preference of things to come, and of present things mainly in relation to the results that must arise from them. The former type of mind, when one gets it in its purity, is retrospective in habit, and it interprets the things of the present, and gives value to this and denies it to that, entirely with relation to the past. The latter type of mind is constructive in habit, it interprets the things of the present and gives value to this or that, entirely in relation to things designed or foreseen. While from that former point of view our life is simply to reap the consequences of the past, from this our life is to prepare the future. The former type one might speak of as the legal or submissive type of mind, because the business, the practice, and the training of a lawyer dispose him toward it; he of all men must constantly refer to the law made, the right established, the precedent set, and consistently ignore or condemn the thing that is only seeking to establish itself. The latter type of mind I might for contrast call the legislative, creative, organizing, or masterful type, because it is perpetually attacking and altering the established order of things, perpetually falling away from respect for what the past has given us. It sees the world as one great workshop, and the present is no more than material for the future, for the thing that is yet destined to be. It is in the active mood of thought, while the former is in the passive; it is the mind of youth, it is the mind more manifest among the western nations, while the former is the mind of age, the mind of the oriental. Things have been, says the legal mind, and so we are here. The creative mind says we are here because things have yet to be. Now I do not wish to suggest that the great mass of people belong to either of these two types. Indeed, I speak of them as two distinct and distinguishable types mainly for convenience and in order to accentuate their distinction. There are probably very few people who brood constantly upon the past without any thought of the future at all, and there are probably scarcely any who live and think consistently in relation to the future. The great mass of people occupy an intermediate position between these extremes, they pass daily and hourly from the passive mood to the active, they see this thing in relation to its associations and that thing in relation to its consequences, and they do not even suspect that they are using two distinct methods in their minds. A partir de la explicitación de algunos aportes generales y más conocidos de la fenomenología a la propuesta de Gadamer (punto I), (...) se desarrollarán las cuestiones de la teoría de la conciencia del tiempo que constituyen una contribución silenciosa a su pensamiento (punto II). Brian Wormald provides a fundamental reappraisal of one of the most complex and innovative figures of the late-Elizabethan and Jacobean age. In the centuries since his death, Francis Bacon (1561-1626) has been perceived and studied as a promoter and prophet of the philosophy of science--natural science--but he saw himself also as a clarifier and promoter of what he called "policy" or the study and improvement of the structure and function of civil states. Mr. Wormald shows that Bacon was concerned equally (...) with the knowledge of the world of nature and with that of policy. The junction between the two enterprises was effected by his work in history; and in the end it was Bacon's conception and practice of history that provided the answer to his efforts to advance policy and natural philosophy. Wicked problems—that is, problems that can be framed in a number of different ways, depending on who is looking at them—pose ethical challenges for professionals that have scarcely been recognized as such. Even though wicked problems are all around us, they are rarely addressed in education. A reason for this failure might be that wicked problems pose almost insurmountable challenges in educational settings. Y et the notion of pr o g ress can be traced back to a signi f icant l y earlier period: the foundations of a possi b (...) le Christian pr o g ress i vism w ere, in m y opinion, laid b y St. Augustine; this ess a y e xplores its guidelines. J . G. Herde r ' s reaction a g ainst the notion of pr o g ress proposed b y the Enlightenment possesses also a Christian inspiration. While Enlightened pr o g ress i vism conce i v es past cultures as o v ercoming steps in a rising staircase, Herde r , in turn, claims that each of them amounted to a "self-centered sphere" and w as therefore v alua b le in its o wn right. The sense of the e xistence of past generations cannot lie in p a ving the w a y for future ful f illment as this w ould be incompati b le with d i vine l o v e, w hich estimates each of its creatures in its o wn right, as an unrepeata b le ind i vidual. In contrast to Enlightened a r r o g ance (contempt for the "obscurantist" past), Herder presents a "democratic" vi e w of History within w hich all epochs h a v e the same v alue. (shrink)

This is the first of three instalments which attempt to present a summary and critique of the life-work of William Burroughs Steele. Steele was an American business man who, subsequent to retiring after the First World War, spent his life working on a comprehensive study of mankind and its aspirations and follies, producing a gargantuan treatise called The Anatomy of Frustration-a treatise previously not published in its entirety. Here, Mr. Wells explains that he himself has decided to publish an account (...) of Steele's little-known treatise "in general terms and for the general public." Contents include: "Part I. What All Men Seek," "Part II. Toward the Next Beginning," and "Part III. Why We Are Frustrated." Herbert George Wells (1866 - 1946) was a prolific English writer who wrote in a variety of genres, including the novel, politics, history, and social commentary. Today, he is perhaps best remembered for his contributions to the science fiction genre thanks to such novels as "The Time Machine" (1895), "The Invisible Man" (1897), and "The War of the Worlds" (1898). Many vintage books such as this are becoming increasingly scarce and expensive. R. W. Sharples provides a new edition, with introduction and commentary in English, of the Greek text. The Mantissa is a collection of short discussions, transmitted as a supplement to the treatise On the Soul by the Aristotelian commentator Alexander of Aphrodisias (c.200 AD).The collection includes discussion of a range of topics, among them the nature of soul and intellect, theories of how seeing takes place, issues in ethics, and the nature of fate. The text is based upon a new (...) collation of the principal manuscript, the ninth century Venetus Marcianus graecus 258, and the apparatus corrects Bruns' misreportings of the principal manuscript and of the others that he used. Account has also been taken of the medieval Arabic and Latin versions of some of the sections which circulated independently, notably On Intellect which had a substantial influence on medieval philosophy. The introduction is chiefly concerned with the manuscripts and the relation between them. The commentary is based on the notes to the editor's English translation of the work (London: Duckworth and Ithaca: Cornell University Press, 2004); however, the commentary also takes into account more recent work on the collection by various scholars.
